State and Local Taxes |
|
|
|
|
State and local governments don't operate without money, so
the tax revenues to support their services have to come from somewhere.
Wyoming is no exception, despite the headline benefit of having no state
corporate or personal income tax. Part of the
explanation is in the presence of large extractive industries, such as
mining, oil and gas. These non-renewable resources have generated very
large revenues for the state, and are expected to continue to do so for many
years. Eventually, however, the growth of the state population,
including retirees as well as skilled workers and business leaders who may
favor both the lifestyle and tax environment of Wyoming, will combine with
the decline in revenues from these extractive industries to require the
development of a more sustainable tax base. In short, Wyoming wants to
attract businesses now because it needs to diversify the potential sources
of tax revenues over the decades ahead, even though no short-term change is
foreseen.
This fairly unique situation has provided the state for
many years with the resources necessary to develop good government services
and infrastructure for meeting the needs of the current population.
Like resource-rich countries, it has been able to invest in a long-term
development strategy rather than struggle to raise the tax revenues
necessary from residents to meet current spending needs for government
services (without the corruption that such countries often seem to regard as
an inevitable consequence). There are states with high and rising
taxes which face greater challenges to provide the necessary infrastructure
and government services to be competitive business locations.
In any case, location selection work should take into
consideration any local tax burden, and recognize that there is no free
lunch forever in state government. For now, however, there doesn't
seem to be any prospect or even serious discussion of a state income tax. |
Note that when
referring to tax authority websites for any state, they will typically
describe only the current laws and rates in effect, rather than any
prospective changes which may or may not become law.
Websites for news media or business publications in a state
or city are more likely to mention prospective changes, but the websites of
corporate tax specialists may offer more useful information.
There are also business associations and taxpayer advocacy
groups which can highlight the debate over prospective tax changes, and the
potential impact. Their partisan lobbying efforts can be informative,
but not unbiased or objective analysis.
In general, if tax differentials are a major factor in a
business location decision, a tax specialist should be consulted since valid
comparisons are quite complex. |
