Based on prior experience of more
than a decade in this profession (see

in 2004 after two years of development work and considerable
investment to prepare this website, the knowledge base behind it, and the
marketing program and relationship development work to support a growing
flow of major project enquiries.
Our 2004 business plan anticipates direct contact with several thousand
executives about their investment plans, and we have many active project leads already
from our 2003 work. We will already be working with

Profiles provide a standardized presentation of major project announcements

announcements which executives and their advisors may never see or find
again when they are working on a relevant project, the Project Profile
serves as a standard "point of sale" presentation about major success
stories in an area.
These Profiles are reached through the regional tables of
contacts as well as company lists and the GUIDE Area Profiles, where they
may be highlighted. They are also found through the "Projects" button
at left, and can be linked from other pages or websites as well. They
can also be linked to related articles and press releases as appropriate,
and can be maintained for easy reference for years.

These are linked from many places in this website, and can
be linked from other websites, in the same manner as the Project Profiles.

topics which are highlighted will obviously vary between areas, but the
basic structure of the Testimonials should remain consistent as a convenient
reference tool for executives and their advisors. Ideally, it should
be easy for executives or their advisors to reach a suitable contact to
confirm and elaborate upon the summary Testimonial, whether this contact
information is openly published or available upon request. |

GUIDE Area Profile background - relationships for timely local knowledge As we promote this business
initially to thousands of executives, and quickly focus on developing
relationships with a far more selective group, we would obviously like to be
able to highlight better information about many areas through the GUIDE Area
Profile and other services. We would like to have several good Area
Profiles soon for most major geographic regions of potential interest to
investors.
Although we think this website and our project support
capabilities already demonstrate unique value to investors, that value will be even greater if we can share more detailed and
timely local knowledge than is possible without the closer working
relationship of the GUIDE Area Profile or SICR services. We therefore
want to use the next few months to rapidly improve our knowledge of many
leading areas which are proactively seeking and winning major investments.
The price for the GUIDE Area Profile service, as
explained separately in the

examples, is $7500 per year. This reflects the average amount of
work which we expect to be required, which should be fairly consistent
regardless of the size of an area.
Please keep in mind that the GUIDE Area Profile is not
just a summary page on this website. It involves periodic contact to
develop and maintain more knowledge about an area than is published on the
website, so that we are better able to persuasively suggest introductions
when working with executives about their project plans.

background - taking local knowledge to market

As explained separately, GUIDE consists of various services
to organize timely knowledge about areas. SICR is the service to
proactively take that knowledge to market by investing in marketing
activities and the professional work necessary to develop and maintain
relationships with many top executives who are responsible for major
investment project decisions. (Download an article explaining
the value
of participation in SICR, or the
standard SICR proposal describing the service, for which current pricing
is summarized in the Order
Form, but proposed individually).
Discounting such work is generally counterproductive
because it limits the shared resources available to find and refer more projects.
We can already leverage that investment in our work by referring executives to professional
service providers with the necessary capabilities to support their projects,
because they will gladly pay a success fee for actual sales achieved.
This can easily add up to more than any area would ever pay, and therefore
grow the available marketing resources.
The standard pricing of the SICR work, as a shared
service, is designed to be significantly less than the total costs of one
in-house professional who would do investment promotion work exclusive on behalf of an
area, especially if the full costs of a position are considered (salary plus
benefits and taxes, travel, technology, events, administrative and marketing
support, etc.).
Although we cannot assure the results which a particular
area may achieve through SICR referrals, the same is true when an area hires
an in-house professional to promote that area on an exclusive basis.
As an independent service which can help investors in far more areas, we
believe we can soon prove our ability to make good referrals, but we cannot
assure who will benefit from this flow of projects at any time. That
depends on the executives we reach, and the projects they turn out to be
planning at the time.
Our first year of operations (2003) focused on preparatory
work because of the weak investment environment in general
and the challenge of getting this completely new type of business launched among
service providers, area representatives, and executives. Initial
research turned up longer-term
projects rather than active ones for 2003. We have now completed the
first year launch work, so that we are in a strong position for the expected improvement in
investment activity levels throughout
2004, including the follow-up work on leads which were already identified in
2003. |

GUIDE Area Profile
participation Note that any SICR participants are also GUIDE
participants, since this service is already included in the price of SICR.
Payments would be quarterly in advance, or else a higher
price would apply.
We do not wish to spend our time on the
administrative work of special billing arrangements. We want focus
on developing better knowledge of participating areas and reaching more
potential investors,
rather than chasing after our payments. It would be unfair to other
participants for our time to be diverted needlessly to such administrative
matters.
The usual terms of the GUIDE Area Profile service
otherwise apply. Travel to an area for
familiarization purposes would be optional at additional cost if requested,
since this should not be necessary or a good use of limited resources for
most areas. We are not looking to fill our calendar with
familiarization tours, because they would take limited time away from the
work we need to do each day to develop relationships among
executives. We would generally defer such tours until we are dealing with a
project enquiry for which such a tour is relevant, or until we are in the
area for other purposes. |
SICR participation -
how to
participate SICR pricing reflects the economic size and complexity or
business diversity of areas on the theory that larger areas with a strong
base of existing investors will typically attract more interest and projects
among major potential investors.
That is obviously an imperfect simplification, but there
is no good way to predict which area will benefit the most from the SICR
work in any given period of time, so this approach should be a reasonable
approximation of the long-term "success" rate. Over time, we will
adjust SICR pricing according to the patterns of actual project referrals.
Note that SICR already includes the cost of the GUIDE Area
Profile work because we need better knowledge about an area before
"going to market". That will consume more time during the first year of
a working relationship than in future years.
Favorable terms for renewal in 2005 would be specified in
2004
proposals.
Those who are prepared to make multi-year commitments would receive special
consideration.
These price levels should, with adequate participation,
enable us to grow the SICR relationship development program rapidly during
2004 and future years as the value of this approach becomes more
demonstrable to potential participants through referrals. |

Materials - at the point of sale A new section
has been added to make it easy for executives and their advisors to
find promotional
materials quickly and easily whenever they need them - as opposed to
sending costly promotional materials to the trash when they are not needed
by people who receive them.
In other words, areas often invest a lot of money to
research, prepare, and publish useful reference materials to reinforce the
presentation of their areas to potential investors. Instead of simple
brochures full of hype and vague assertions about the benefits of the area,
such promotional materials provide useful insights into the area which can
be substantiated through the indicated follow-up contacts in the area.
The purpose of this section is to highlight promotional
materials which are of higher value. It may also be possible to
cross-link directly to such materials on your website, perhaps to reinforce
response to an ad campaign (recall, brand recognition, direct response,
etc.). A thumbnail image of the promotional materials or logo may be
used for this purpose.
Follow the above link to see an example.
Over time, a key purpose of this feature is to make the
substantial investment in quality promotional materials pay off better by
reaching more real investors at the right time in their project planning
work. It is, in effect, "point of sale" merchandising to call
attention to high quality information about an area or service at a time when executives or their advisors
are starting their information gathering work to explore alternatives.
This can help to cut through the "clutter" of vague, conflicting, or

We reserve the right to be selective about the materials

For example, we will reorganize the initial page (see
example) into multiple pages as the service grows.
Any type of promotional materials can apply - brochures,
videos, CD-ROM's, or even links to special presentations which may already
be available on-line, as in the case of special reports, PDF versions of
brochures or presentations, or videos.
This feature can also be used to highlight local
professional services or other organizations of interest (training programs,
academic or research resources, utilities, developers or construction firms,
etc.) as another way to highlight useful regional contacts who are "on the
team". The key is that we want to highlight promotional materials
which executives and their advisors will be glad to find because they convey
useful knowledge or messages which differentiate the services, rather than
general or unsubstantiated claims about the area as a business location. |
GUIDE HR
Market Profiles The standard
price for this service reflects the estimated work on
average to
review the available information and reorganize, summarize, edit, and
maintain it in a
consistent Profile presentation format relative to other areas, including setting
up a variety of related links.
We expect participants to be able to provide good market
information and sources to which the Profile can be linked for further
details. The Profile is a high level summary of the key points,
through which an executive or advisor can easily "drill down" to the
supporting details, whether published on your own website or elsewhere.
Areas which have timely, independent professional labor market studies are
of special interest, as the HR Profile can highlight these.
This provides more detail about HR issues than a published
GUIDE Network Survey or GUIDE Area Profile, and can reflect far more timely
and reliable local market knowledge than traditional statistical sources of
labor market data. We will highlight this unique service in our work
because we think it will be of strong interest to many executives.
We can also introduce consultants who can perform labor
market studies in a consistent manner, which can be a useful way to support
the Profile presentation through very credible independent professional

to useful information sources and highlight facts which they might otherwise
not have recognized through their own analysis or the work of their
advisors. It puts your best factual presentation where they can readily

The presentation typically stays on your website, where you can
update it as often as necessary, while we provide the framework and summary through
which investors can easily find it whenever it is relevant to their
interests, even if they might not have gone to your website otherwise and
discovered the existence of such a presentation. This enables
